2. Chief anxiety high prices, tightness supplies, grave shortage rice, coal, firewood. Special Emissaries sent Sandukan for firewood, Hangay for coal. Kwongchowa11 for peanut oil pending arrival November allocations from S.A.C.S.E.A, which should alleviate situation, if they materialise.

3. Influx Chinese increasing, but not yet major problem.

Insistent demand reopening RAVLs delayed only by staff shortage and appreciate efforts outlined telegram 272700.
